No, ETIAS applies to visa-exempt nationals traveling to Europe (such as visitors from Australia, Canada, and the United States). Chinese passport holders are not currently eligible for visa-free travel to the Schengen Area and therefore do not require ETIAS for short stays.
However, as non-EU nationals entering the Schengen Area, Chinese nationals are subject to Europe's Entry/Exit System (EES), which records border crossings for short-stay visitors.

Is a Schengen visa the same as a "European" visa?
